The disturbance began around 1:30 a.m. when Florida Highway Patrol (FHP) officers responded to reports of a large gathering obstructing traffic. Video footage from the scene showed vehicles rapidly dispersing as drivers and spectators rushed back to their cars upon the arrival of law enforcement. While most participants were allowed to leave without facing charges, one vehicle failed to comply with police orders.
The High-Speed Pursuit
A green BMW allegedly sped away from the scene, prompting a trooper to initiate a pursuit. According to arrest reports filed by FHP, the driver accelerated to approximately 140 mph, which is roughly twice the posted speed limit on that stretch of interstate. The chase eventually ended when the vehicle exited the highway and stopped in a nearby parking lot.
Arrests and Charges
The driver of the green BMW was identified as Yulian Lugo, 25. He was arrested and charged with aggravated fleeing to elude and participating in a street takeover, both classified as felony offenses. Additionally, three passengers from the vehicle—a 24-year-old and two 18-year-olds—were taken into custody and charged with misdemeanor highway racing.
