Florida is redirecting nearly $200 million in federal funds originally designated for expanding electric vehicle (EV) charging networks toward the development of "aerial highways" for flying taxis. The Florida Department of Transportation (FDOT) plans to use this money, part of the National Electric Vehicle Infrastructure (NEVI) program approved by Congress under the Biden administration, to build infrastructure for emerging aerial mobility technologies rather than traditional ground-based chargers.
A Shift Toward Aerial Mobility
While other states have utilized their share of federal EV charging money to install plugs along highways, at truck stops, and in strip malls, Florida has held onto these funds for years. State documents indicate that officials believe the private market has already sufficiently served "everyday vehicles." Instead, FDOT aims to support an ascendant technology not yet widely available: electric vertical take-off and landing (eVTOL) aircraft.
The state’s plan involves creating an "Aerial Highway Network" featuring charging stations, take-off zones, and landing pads. These facilities are expected to be located at airports, luxury apartment buildings, golf courses, and military bases. FDOT estimates that each of the 32 planned pads will cost approximately $5.6 million. In a notable deviation from typical grant structures, Florida may use state coffers to cover the matching half of federal grants, rather than leaving this burden to private companies as other states have done.
Criticism and Community Impact
The decision has drawn sharp criticism from energy advocates. Stephen Smith with the Southern Alliance for Clean Energy stated that "money is being hijacked" from initiatives benefiting a large population to support ultra-wealthy interests in emerging technologies. Ryan McKinnon of the Charge Ahead Partnership argued that funding should instead support entrepreneurs serving all Floridians, not just those who can afford futuristic aircraft.
Advocates also dispute the state's claim that flying cars will ease highway congestion, noting each aircraft holds only two to four people. Furthermore, while FDOT claims public EV charging ports have doubled in the past four years, data shows Florida still lags behind the national average for chargers per vehicle. FDT has spent over three years on public engagement since beginning planning in 2021. The state recently established the nation’s first aerial testing site at its SunTrax facility in Central Florida, a 475-acre proving ground also used for self-driving cars. Companies including Archer Aviation, BETA Technologies, Electra, and Joby have been selected to work with FDOT on this pilot program.
This shift aligns with recent federal directives; President Donald Trump signed an executive order in June directing the FAA to collaborate with companies on a "pilot program" for flying cars. Florida was one of eight state transportation agencies chosen to lead testing efforts, marking a significant pivot from traditional infrastructure development toward experimental aerial transport.
