The inquiry focused on how $10 million from a Medicaid settlement was directed through political ads and organizations linked to the Republican Party of Florida in 2024. According to former prosecutors, the grand jury’s approach has raised significant questions about whether the investigation into this financial flow was thorough or merely superficial.
Missed Investigative Opportunities
The report indicates that when witnesses presented a "wall of silence," investigators did not pursue aggressive methods typically used in fraud cases. Former Hillsborough State Attorney Andrew Warren noted there is no indication that witnesses were cross-examined or that records such as emails, memos, and text messages were subpoenaed. Instead of digging deeper into conflicting testimonies, the grand jury concluded that while money was illegally misappropriated, determining individual blame was impossible due to a lack of evidence.
Criminal defense attorney Bruce Udolf described the effort as a "cover-your-ass investigation," suggesting State Attorney Jack Campbell’s team should face criticism for its limited scope. Neither provided testimony according to the report. Former Attorney General Ashley Moody authorized her chief deputy to sign the settlement despite internal political concerns raised by that deputy. Like Uthmeier and the DeSantries, Moody was not listed as a witness, nor were any communications between her and state officials cited.
Other notable figures such as Joe Hart of the Florida Office of Insurance Regulation and Frank Walker of the Florida Chamber of Commerce also appear in the report without providing testimony.
